The installation on Microsoft Windows doesn't include much more than starting up the installer and following its instructions (just click at the big green download button at the front page).
The graphical installer will ask you for the install location and then about details like the name of your IRC network (e.g. MyChatzone), how you want your IRC server named (a domain name, e.g. irc.mychatzone.com) and details for your IRC operator accounts. This means you should have this information ready when installing WeIRCd.
The license of this software is Freeware, you can free download and free use this irc client software.
